Even though he didn't say, it almost sounds like a debug type message indicating the app (or dll, or whatever) encountered an out of memory condition and spit out at whatever point (line number) it encountered the problem. I have seen those types of messages pop up with o-o-m conditions within Java. We do also need to know if it only occurs within a browser (then it is probably Java spitting it out). And, also, because it is indicating "line #" it is more than likely something which is interpretive such as Java, VB, flash and it is most likely he is only having it occur when browsing.
