ok u said its a web application, and i kinda got the idea of what you want to do, but i don't really understand what it should be like, you could do a change password form, and when it submits and emails the other user a link to enter his password too, i presume the second user isn't allowed to see the password of the first user, so the link should only have some sort of token to continue the process but i dont know what kind of site should this policy be applied to, or is it just gonna be some demonstration..
