I would be amazed first if you can get dial-up to work on a tablet without modification or a couple extra accessories that are probably not cheap.
If you have a home computer or laptop with a modem and NIC card then you use the machine to dial-up to the internet like normal, and you can share the dial-up internet connection in windows to the entire network on the NIC card.
