Tom I am not sure what penalties you are seeing up there, but down
here the only one that penalized you is the phone company. If you
sign up for DSL you must stay with them for one year or they slap you
with $150.00 penalty.
Cable you might loose the special pricing but no penalties here. For
speed and convenience Cable is the best bet here. The phone company
has a big problem following through on commitments. I know a few
people who were guaranteed DSL service and signed up for a Bundle
(Phone, DSL, Satellite) and end up with dial up as they are too far for DSL.
