I recommend to anyone who sends out multiple emails to multiple
addresses regularly to setup a free email list at AOL or Yahoo or
Google groups.
It keeps the emails private. It requires very little work and is
easy to maintain.

Your email provider may have targeted you as a spammer for sending
email to a long list of recipients. 15 addresses isn't many, but
your provider may assume differently. AOL, as well as other ISPs,
also limits email to what they consider to be too many recipients at once.
It's not Thunderbird. Contact ATT. They are the problem. Then get
another email provider that you can use to send multiple emails. Try
GMail, etc.
