False?  Not really.  While the "invented" part was nothing more than a
fish-in-the-barrel response from Republicans, Al's ego did all the heavy
lifting for them.

He also had no problem scooping up the George Bush I initiative of the
Clipper chip, so that the guvmint could eavesdrop on all encrypted
communications.  Luckily, that went nowhere.
