You are supposed to know that the Washington Times reports on the news of

Precisely. That is why I just had to mention the wide gulf between the headline and the actual facts as revealed in the body of the article. I see many similar distortions in that paper on a regular basis. This is one of the means by which they "warp" the perceptions of their readers.
