Power may not be that big a consideration.

A friend of mine used to build little flashing LED lights that would
run for years when powered by a D-Cell.  He would just solder the
battery directly into the circuit and IMS he used batteries that were
dead from his flashlight.  No switch and it would last long enough.

since I remember the 555 timer.

Alternatively you can get Solar powered LED lights at Home Depot that
might be easily adaptable.  I have some of these that last all night
long on most nights even in the winter and they turn on and off with
the sun.
