A good vacuum cleaner will be grounded and the hoses are plastic and should not be conductors of static.

I bought an attachment kit a long time ago that I can add to the end of the Vacuum hose that has small attachments it use in Computers and have used them extensively to clean out the dust bunnies and other accumulated matter that gets into a PC that sits on the floor.
