I would guess:
a) Something is running hot (Maybe CPU) and the fan is trying to cool the
machine
b) A temperature sensor is broken and the machine thinks it is always hot
c) dust on the fan and/or fan cover/exhaust vent
I've opened many computers. It's amazing how some of them can run at all
with a thick blanket of dust inside that's blocking most ventilation.
Open the computer and clean out the dust.
