A.  My main thought is that the battery on your motherboard that keeps this
kind of information may be starting to fail.  That has led to weird behavior
related to dates and such for me in the past.

B.  It could be some sort of malware, trying to avoid being detected by
doing everything in 2005.  Have you done any good scans lately?

I don't know of any tools offhand to see what is accessing your time
settings.  If you go to www.sysinternals.com, you will get redirected to the
Microsoft site (they bought the company) but you can still get Process
Explorer there.  It might be instructive to see what is running.

But one of my first steps would be to find out where your CMOS battery is
for your computer and see if you can Google how hard it is to replace.

The other main thing would be to run as many malware detectors as possible.
Look for rootkits, spyware, viruses, etc.
