Verizon by policy only changes the lines you request to fiber.
Admittedly the fiber has the capacity for lots of plain phone lines, but
it only changes the line you request.  One friend had a reversed
installation, i.e. they accidentally did the number he had originally
gotten for faxes and left the requested line as POTS, but that was
corrected within hours.  Apparently somone at the CO got things reversed.
