True but the point is still germane, their political systems are similar and it 
leads to more conservative outcomes than a typical european parliamentary system
(Britain actually has a very left wing political culture but the political 
system gives the 
left much less power than you would predict on the basis of that culture).

End result, Canadian and British health care, however structure are 
comparatively underfunded.
(As are their entire welfare states).

Interestingly, there are some "conservative tending" political systems that 
still spend more money
than the Commonwealth countries (Japan, France).   I would speculate
it is because the  post War economies of those two countries have done much 
better than Britain
(Canada has a tiny population).  
Universal health care is so consensual that even the conservative
tending polictical systems will generously on it.  (Again, France and Japan 
have very 
culturally strong, if politically underrepresented, leftist cultures).

British and Canadian system are quite different. In the British the 
docs are employees of the system. In Canada they are not.
