When the Mac was born I remember being surprised to see that some of the 
programmers documentation had be written many years earlier (I think I 
saw some that was 5 years old). It really does take a long time to get 
all the necessary information and tools in place. It took a long time of 
OS X too. I think they are right to ship the hardware first and let the 
rest catch up eventually.
