The carriers' had a choice to make: invest to increase capacity (plenty 
of technology exists for this) or invest in equipment to restrict 
customers' access to net services. They chose the latter.

The carriers' primary argument against Net Neutrality was that they would 
never do such a thing. Now we are seeing that at the same time as they 
were issuing their deinals they were probably installing this hardware to 
restrict customers' access. Now, after getting caught, they say it is for 
our own good.
