i think the problems may have been caused by Norton shutting itself down in a weird way.

How to create a new E-mail account in Netscape 6.x - 7.x
1.      Open Netscape 6
2.      Click on Tasks | Mail

inbound: pop.rcn.com
sending: smtp.rcn.com

didn't help the situation.
