i think the problems may have been caused by Norton shutting itself down
in a weird way.

How to create a new E-mail account in Netscape 6.x - 7.x
1. Open Netscape 6
2. Click on Tasks | Mail
3. On the Account Wizard screen, click in the circle next to ISP or
E-Mail Provider, then click Next.

inbound: pop.rcn.com
sending: smtp.rcn.com
didn't help the situation.
