The Internet changed all that. If you are still operating as a computer in isolation then we don't care if you are still running DOS. But if you are part of the internetwork you are part of a community. If IE users won't upgrade it makes it impossible for the rest of us to advance. The alternative is to throw the brain dead overboard: no Internet for you.
