To answer my own question:
Format for DVD movie disks is UDF. First I created the movie and saved
it as a disk image. In Toast sidebar I selected Data/UDF. Then I dragged
the the entire DVD video [folder/icon] to the Data window, and added the
MP4 iPod version to the root. When I burned the disk onto a DVD-RW and
tested it in a DVD player, it worked! In my computer it also plays in OS
X DVD Player, and the MP4 is there for the iPod. Burned 5 copies for
family and friends.
It was easier than I expected. Visual Hub? Isn't that an easier
commercial version of ffmpeg? Maybe I'll try it if it's like iSquint. I
used iSquint to convert the DV for Cavan's iPod.

I've used it successfully to create DVD's from one or more
AVI files that I took with my digital camera. It worked great.
