Yes, assigned monopolies can turn out to be a very bad idea. At the time the idea was originally floated CATV monopolies were sold using the concept of public utility. But these utilities were not sufficiently regulated so we got a very bad result. It is probably always true that assigned monopolies need to be heavily regulated. However, it is not logical to set "competition" and "regulation" in opposition. "Competition" is in no way the antithesis of "regulation." One does not go up as the other goes down. In fact it is well demonstrated that a lack of regulation can lead to a lack of competition.
