I wanted to follow up on this issue. To refresh the collective memory
banks, I've included a couple of the original posts at the bottom of
this email (this was back in early December...). In brief, Outlook
Express only operated with Administrator privileges, and wouldn't
operate with a limited rights user, particularly when it came to opening
the address book or trying to write.
This month, I worked with an extremely knowledgeable HP tech who tried
everything, including some of the list's suggestions as well as trying
to regenerate the .WAB file where the address book was stored and even
changing some registry entries. The tech worked on this issue for two
days, accumulating 4-5 hours in this support, and finally concluded that
the operating system needed to be reinstalled using the i386 folder in
the backup volume. I tried this the following week with no change in
results. When I called back for support, after reviewing the files, the
tech I reached this time decided immediately that the original
installation file was corrupt as well as the backup i396 folder,
therefore I needed new Recovery discs. They sent the discs out overnight
at their expense, which after reinstalling the system (6hours +),
resolved the Outlook Express problem.
It's interesting to note that while working with the first tech, I
suggested that could the original installation be corrupt, and he said
no, absolutely not. It just goes to show that nothing is ever absolute,
especially with computers. It also demonstrates that a lot depends upon
who you reach in tech support.
I want to thank all collectively for the research help and advice. It
certainly pointed me in the right direction for ultimately getting this
problem repaired. I also want to thank all that helped me through the
process of salvaging my data before the reinstall. Yes, the File and
Transfer Wizard was a real mess and it was a lot easier and cleaner to
just move my folders manually. Fortunately I had prepared by doing
backing up both and after messing up my documents using the F&T Wizard
after the first reinstall, I didn't waste my time with it the second
reinstall.

I checked the MS Knowledge Base and got some OE-related hits that
looked, well, interesting.
1. http://support.microsoft.com/kb/917288: Error message when you open
the Windows Address Book or you open Outlook Express after you install
cumulative security update 911567 (MS06-016). CAUSE - Most of the time,
these symptoms are caused by a corruption in the Address Book.
Frequently, the corruption occurs over time in address books that were
created in older versions of Outlook Express. Earlier versions of
Outlook Express did not detect this corruption, and the address book
functionality was not affected. After you install cumulative security
update 911567, Outlook Express examines each address book file for
corruption. If Outlook Express detects corruption, you receive an error
message.
2. http://support.microsoft.com/kb/269777: OLEXP: Error Message:
Address Book Failed to Load. CAUSE - The Windows Address Book file used
by Outlook Express is marked with the read-only attribute.
3. http://support.microsoft.com/kb/239135: Error Message: The Message
Could Not Be Sent. Some of the Recipients for This Message Are Not
Valid. CAUSE - This issue can occur if the Wab32.dll file is damaged.
There's also a recently updated page on the System File Checker tool at
http://support.microsoft.com/kb/310747/en-us. The /scannow option looks
like the one to try, but since it could make changes, I would do a full
backup first, just in case.

While I only use Thunderbird for email, in order to email photos, Fuji
Pix will only accept Outlook Express as a mail handler therefore OE is
set as the default. I'll check into Secunia Software Inspector but all
of MS Updates are current (but I will double check).
Well, I assume that if you want Thunderbird to be your default email
program, try changing that entry and see what happens. Myself, I use
Outlook and Thunderbird, but have never used Outlook Express. The
other thought is to check Microsoft Updates and or Secunia Software
Inspector to check the status of updates you might not have.

Outlook Express is set to be the default mail handler in Outlook
Express/Options/Connections/Internet Properties/Programs. Let me

As alluded to in the IE 7 discussion of the past several days, MS
is offering free actual telephonic customer support for the IE7
installation. I don't have the number in hand, but it is
toll-free. You might give it a shot.

Outlook Express 6 is no longer operational. As a rule, I never
choose to
use it (Thunderbird is default), but the Fuji Photo program
insists on
using it in order to email photos. It was working fine last week but
since then I've upgraded to IE7 from IE6. The error I now get when
trying to use OE6 is:
"The address book failed to load. Outlook Express is incorrectly
configured, please reinstall"
I don't know how to reinstall it, seeing as it came with the
computer.
Is this an IE7 issue? I would appreciate any suggestions.
