People who say that puzzle me. A web server that does page-serving (e.g. Apachee) will display the first page of the PDF very quickly, while continuing to load other pages in the background. If you jump to a page out of order it will quickly load that page and continue loading other pages in the background. This makes browsing a PDF almost as fast as browsing HTML pages. In contrast, viewing in a separate browser makes you wait for the entire PDF file to download before you see anything.
