Upgrading to IE7 might not be the answer. There are still applications out there that IE7 doesn't play nicely with. In my job, we're still running IE6 because some of the web apps used here don't work with IE7 yet.
Understand, I'm not saying Firefox or Opera aren't good browsers. Firefox is my default browser at home and work but there are some applications (like some of the custom built stuff we have here) that require IE. Ask your friend if his system is up to date with Windows Updates - that is, with everything *except* IE7 and Windows XP SP3. That's the first thing I'd check... once the updates are out of the way, let us know how the system acts.
