"... "snappy" is typically a latency issue ..."
I notice my 1 yr old Dell Precision workstation
with a Dual Core and 3GB RAM has particularly lost its "snappiness".
Programs launch a tad slow considering... there is sometime a text lag when typing into a Google
search box, etc..
Your remark about latency drew my attention...
Was wondering were I might look...

I don't always know what they're doing but on a 10-port dumb switch, with three or so machines (a NAS box, a laptop and a couple of workstations) things were not as snappy as they were at other places in the network.

Swap out the 10 port switch to another location and see what happens.

I am suspicious of your report because "snappy" is typically a latency issue, not a throughput issue.
