Our church uses Centurytel for it's ISP. One of only two High Speed options available to us.

Note the limits:

F.Storage Availability. Certain Services have limited storage capacities and/or capabilities. CenturyTel reserves the right to delete, without prior notice, files from any directory or mailbox if the associated storage limitations are exceeded. You should contact a CenturyTel Customer Service representative to determine whether additional storage space can be obtained for a particular Service. The current storage limitations for Broadband Service are as follows:
   * Free personal Web space (not for commercial use): 5MB per Web site
* Other Web space: 5MB per Web site unless purchased separately or supplied with your applicable Service plan
   * Newgroups: 5GB of downloads per month
* Email: 1GB per mailbox. Read messages may be removed from servers 30 days after delivery. Unread messages may be removed from servers 60 days after delivery. Furthermore, CenturyTel reserves the right to deactivate centurytel.net email accounts that have not been accessed for a period of 120 days.

D.Changes to Service or Features. CenturyTel reserves the right to change any of the features, Content or applications of the Service at any time with or without notice to you. This includes the portal services we may make available as part of the Service or for an additional charge.


Also note this part of the agreement:

iii. Termination and/or Suspension by CenturyTel. CenturyTel reserves the right to change, limit, terminate, modify or temporarily or permanently cease providing the Service or any part of it with or without prior notice if we elect to change the Service or a part thereof or if you violate the terms of this Agreement. If CenturyTel terminates your Service under this Section 9(A)(iii), you must immediately stop using the Service and you will be responsible for the applicable fees and/or Equipment charges set forth in Sections 8, 9(A)(i), and/or 9(A)(ii). If your Service is reconnected, a reconnection fee may apply.

B.Deletion of Data upon Termination. YOU AGREE THAT IF YOUR SERVICE IS TERMINATED FOR ANY REASON, CENTURYTEL HAS THE RIGHT TO IMMEDIATELY DELETE ALL DATA, FILES AND OTHER INFORMATION (INCLUDING EMAILS, ADDRESS BOOK AND WEB STORAGE CONTENT) STORED IN OR FOR YOUR ACCOUNT WITHOUT FURTHER NOTICE TO YOU. C. Return of Equipment upon Termination. If your Service is terminated for any reason prior to the end of the first year of service and you received Equipment at no charge from CenturyTel, you must return the Equipment to CenturyTel or you will be charged for the Equipment.

I am not going to post the whole document, but I bet many ISP's user agreements look very similar to this one.

Basically as I read it, you are a slave to the ISP and have no recourse except to find another ISP if you do not like them or disagree with their User agreement.

By the way At one time Phone/telco's were covered by the Public Utilities commission (Or similarly named group) within states.

I see now that we really are being taken to the cleaners by these companies who claim no responsibility but to tell us what we can and cannot do and change agreements at will.
