That's a bit of an overstatement. MS should not have done what it did--and I complained about it--but "as it pleases" isn't accurate. Stealth updates have occurred twice that I'm aware of. In both cases the updates were to the Windows Update software itself, and only if you have WU configure to automatically download updates. The updates were not downloaded or applied if you have WU set to full manual (i.e., don't download updates). IOW, the updates updated the software that is being used, with your permission, to download other updates. This still should not have happened, but it isn't randomly updating hunks of the OS or Office or whatever.
