Gotta figure also there are a lot of embedded systems for windows, machines even not attached to the net...offices who run windows but don't allow pure surfing because, well they are supposed to be working. The cardiology office I helped out for a few months had a policy of no surfing at any time. Now this wasn't 100% across the board, but it keeps the numbers down when we alone had 350 users...add that across the country in offices with similiar policies.
