At one time they were needed to get music out. It is no longer needed. Institutions struggle with the problem of existence.

Once an institution comes into existence it will try and justify it's existence even when it is no longer viable.

I could name a few other things that come to mind, but wont.

Institutional mindset is very difficult to overcome.
