You have all been so helpful as always, especially in the refocus of
my question which only makes me realize how imperfectly I pose
questions. Something to strive to better.
The video is being hosted on a server (client's) and Flash is the
clear winner.

If you want to host the video on your own server, then the Flash video
player is your best option. Almost all online video is played through
Flash these days because it has far fewer browser-related problems
than
other formats. Flash has its own video format, FLV, and will also play
H.264, which is a fine format.
