Unfortunately anything running Windows PE isn't going to offer a good
computing experience.  PE was designed to boot a computer and allow
installing another version of windows.  If you meant Win CE, well that
would make me wince as an OS too.  It really isn't and wasn't really
designed to allow real computing.  The software used on that OS has to
be especially tailored to the limitations of the OS, and bluntly it's
probably slower than Windows Vista on a netbook using an Intel Atom
processor with 256 megs.
