I never understood how a project that is breaking new ground, doing something that has never been done before, can be held to an arbitrary schedule and budget. Has anyone ever done an analysis of the Manhattan project for schedule and budget? I guess you can say they met their schedule, as they finished the bombs before the war ended. But did they have a budget? Probably not.
