If it is a firing offense then an extraordinary level of proof is going to be required. First thing they need to do is lower the penalty to a level where the rule is more likely to be enforced. Next the rule needs to be changed to something that is observable. Reading can not be observed. Holding a book or newspaper in one's field of view is observable.
