On some monitors (CRT) the video cable is permanently attached to the monitor.
Could be a bent pin (If it has been off recently) or similar.
usually if a video changes color suddenly (CRT) it is one of the
color guns going bad.
LCD's when they go bad simply get darker and then don't work. (I
should know having experienced it recently.)
