  Perhaps the roots of such a policy can be traced back to certain
regulations perpetrated by the United States government.  To wit, the
numerous consumer products, many of them simply common household
items, that contain the following warning: "It is a violation of
federal law to use this product in a manner that is inconsistent with
its labeling."
