Take a look at your mobo manual. Generally speaking there are jumper settings that may need to be set. Make sure the CPU is seated correctly. I have also seen where the CMOS battery is dead but that shouldn't cause it not to POST. It's worth a try.
I've got a computer that just stopped working and was wondering if the CMOS battery was so dead as to cause it to not start. It sounds like Joe's problem. some lights some noise but no beeps and no video.
