Finland has a bunch of what most of the United States would call "weird" laws. For instance, fines for breaches of the law are determined by the income level of the guilty party. Rich folks pay amounts that are commensurate with their wealth, ditto for poorer folks. By that method, what amounts to a stiff fine for a person of moderate means will not represent mere pocket change for a wealthy individual as is the case in the good 'ole USA. Of course, they are highly socialistic, so what else would you suspect? They are so mean to rich people!
