I agree, because I have been guilty of such in the past.
At one point it was cheaper for me to get individual IP addresses than it
was to get a router-firewall to map them.
Silly, especially since the hardware has gotten both cheaper and better

Somebody ought to be looking at assigned, but unused IPs. I commonly see
ISPs providing customers with multiple static IPs when they really need
only one or would do fine with a dynamic IP. I won't believe that there
is really a shortage until I see an annual fee assessed per IP address
where people get a real bill that lists their IPs and the charge. What is
essentially free tends to get wasted.
