Depends. If it is data only you are supposed to have access to, but
that is controlled by another entity (administration server etc.)
that could qualify as cloud.
I am presently using Drop Box (Thanks guys for sharing that place)
and that is definitely cloud even though it appears on my desktop
every time I boot up.
I have limited control of it, and it is being store on a remote
server administrated by someone other than me.
A web site is almost/maybe cloud as it is on a remote server, but U
have control and access to it under my purview.
Carbonite/Mozy are definitely cloud storage along with facebook etc.
as they are remote storage administrated by outside sources of which
you are given free access etc.
I guess part of the problem is how you define "the cloud"?
My definition is not going to be yours and maybe not Tom's or anyone else.
So until we have a definitive definition of "the cloud" I think we
are all right and we are all wrong.

No, data on a remote server is definitely *not* in a cloud. I mean, my
website is on a remote server which is on a shared host so I don't
administer the server. But if I FTP a file to it, I haven't put the
file in a cloud.
