No doubt, but the point is getting the job done quickly. Tabbing through a list of a dozen icons, whose position constantly shuffles, is not better than clicking on or dragging a file to an icon that is always in the same location in the Dock. Selecting via Command-Tab is a Windows invention, not suitable for intensive computing.
