I believe he must have meant to type deregulation and his fingers missed the "de" keys. Anyone with eyes can see that regulation stems corruption. After all, isn't that why we have laws? You and I are regulated from breaking into our neighbors home and steeling their new flat screen tv. Maybe it's just me, but I believe regulation to be a rather good thing.
