You miss the point completely. There is no standard for RAW and it can never be. The contents of a RAW file are closely tied to the characteristics of the camera hardware. As long a camera technology evolves the contents of the corresponding RAW file will change with it.
Adobe is pushing DNG (Digital Negative) format as a substitute for RAW, but not making much headway. This further proves the point.
