I've been thinking A for a while, but with consnoop (which is really part of libconcord in many ways), and the fact that functionality may move back and forth between libconcord and concordance, I keep wavering... I know I want just one TODO list, and I've already moved that to the top-level... I just haven't made up my mind on the Changelog.
