Yes, this probably doesn't have anything to do with udev rules. Can you
try recompiling concordance with debug enabled:
./configure CPPFLAGS=-D_DEBUG
and then re-run your configuration update, but from concordance directly,
ie, instead download the Update.EZHex file and run "concordance
Update.EZHex"
