And at long last, hidapi has finally made it into Debian: http://packages.qa.debian.org/h/hidapi.html Thanks to Klee Dienes and Sam Hartman for their help on that front. Note that hidapi doesn't currently work on kFreeBSD or Hurd, so we'll have to continue using the libconcord implementation of HID for those architectures if we want to keep supporting them on Debian.
