I cannot help you with your UCSUR request, but I must say that
this is a very small alphasyllabary, with only four consonants
and three vowels, apparently extremely underspecifying.

Yes, Jörg, it's very, very, very underspecifying. It's more of an aide
memoire notation system than a full writing system, I suppose.
However, it is a writing system in so much as people draw words using
squiggles.
In short, "P" stands for any labial stop / fricative / affricate, "T"
for apical, "K" for laminal / glottal, and "R" for anything else. The
three vowels are the three "logical" vowels of the vowel harmony
system (which has three logical groups of three logical vowels, with
the six surface forms /i 1 u e o a/).

Hi Paul,
If you can put together a proposal including some description of the
writing system and the names of the characters as you've written here,
and post it somewhere, I can add it to the UCSUR and link it to your
proposal. It doesn't necessarily have to be very long and detailed;
the existing proposals between E150 and E64F, for example, are rather
short.
Is there already a code range you use? If not, E6F0-E6FF looks like a
perfect spot.

The most neutral one would probably be, "Happy 훈민정음날" (in case you're
engaging in bilateral talks).
Speaking of which, if you can read Japanese (or classical Chinese), here's
an online edition of the Hunmin jeongeum (훈민정음, 訓民正音), the text in which
Hangul was first proposed:

and go back to the hanja! ;))
It's not often one can pinpoint the date of promulgation of a whole system
of writing (let alone the author of that system).
Are there any conlangs out there where you know, within their concultural
context, of an exact date of promulgation like this? I can't think of any of
mine with such exact dates. In a couple cases, the inventor is known, and
perhaps a general date range, but nothing more specific.

My Elves (the speakers of Old Albic) ascribe their writing system
to a cultural heroine. It is uncertain to which extent this is
true, but it is considered quite likely by modern scholars that
the script is indeed one invented by a single person, since it is
featural; also the date of promulgation is not known.
