Since all "peoples" have a right to self-determination under international
law, there has been a tendency to extend the definition of "people" on behalf
of groups that want to secede.
"People" in its best and most fundamental sense means the citizens or subjects
of a state. It is now generally understood (this was the principle of the
XIVth Amendment) that all the permanent residents of a state should be
included as part of its people.
The administrative sub-units of federal states or empires also have "peoples"
(e.g., the "people" of Virginia), but these peoples do not ordinarily have the
right to secede. The oppressed peoples of federal states or empires may
sometimes have a right to secede when they are denied certain fundamental
rights.
The people of Virginia would not have had the right to secede in 1861 under
current international law, because the federal government did not deny them
their fundamental rights. (On the contrary, Virginia seceded precisely in
order to perpetuate the oppression of an enslaved minority.)
By the same token, neither Hawaii nor Quebec has (or should have) a right to
secede now. Both enjoy self-determination within a Federal system.
