Hi all --
I'm hoping someone has a citation (with defensible method) handy for
something you hear often; which circuits are conservative and which are
liberal. Treatments of the courts of appeals are fine; anything
dealing with the district courts organized into circuits would be even
better. Any thoughts? (Off-list is fine; and I know this
isn't, strictly speaking, a constitutional law question, but I'm hoping
our moderator will indulge me.)
