I found a public site using SharePoint 3.0!
The _vti_bin area is available too:
http://www.wssdemo.com/_vti_bin/Permissions.asmx
The WSDLs can be downloaded from corresponding URLs as follows:
http://www.wssdemo.com/_vti_bin/Permissions.asmx?wsdl=true
etc.
