You do need to register the pull agent.  The documentation no longer
includes all the "example" commands because there's a multiprocess
example that does all this for you.  But the command you are looking
for is:

org.apache.manifoldcf.agents.Register   
org.apache.manifoldcf.crawler.system.CrawlerAgent
