there are tons of test tools in ofono/test/ and connman/test/ directory that let you setup your APN, enter your PIN code etc. You only need to that once since both systems support persistent configuration. Obvious the best choice is to use some sort of UI for that. The MeeGo network panel can be running on a normal desktop Linux.
