No, it's not. I'm going to try to reproduce this issue and will let you know.
I can reproduce it, and it is actually the right behaviour.
We set all services found in our config files as favorite ones.

I couldnt reproduce anything similar with TLS or TTLS EAPs, so I guess we need
your patch for the NULL passphrase in the PEAP case.
On my side, I tried with ttls and it crashes as with peap. However I noted that if the passphrase is stored in default.profile, the bug doesn't appear anymore.

In any case, I will send the patch soon.
